One published instruction on this journey attaches the word safe to a contact detail, and it is the voicemail one: state your name, a safe telephone number and a safe email address. Whether the online branch asks for the same thing sits behind a Next button that was not pressed, so this prototype says it does not know. On R-4008 the voicemail and the online application carry two different numbers, two different answers about leaving a message, and one email address that only exists on the first of them. This desk holds both records side by side, says which route the applicant controls, puts the question to the person who can answer it, and hands the file to a person. It determines no eligibility, answers no legal question, finds no route safe and contacts nobody.
